The Comal Independent School District board voted unanimously to replace Superintendent Andrew Kim's contract, but the district is not yet ready to release details.

Kim, the district's superintendent since 2012, received a closed-door performance review from administrators at the end of the board's monthly meeting on Dec. 27, which lasted until 2 a.m. the next morning.
They voted 6-0 to "modify" Kim's deal. Chairman Jason York confirmed the deal included a one-year extension, with compensation details still being negotiated.
"We voted unanimously to extend the contract, but the details of the compensation will keep things going," York said Wednesday. "Since we left very late on Friday morning, we were unable to finalize these details. The lawyers need time to review everything before Mr. Kim and I sign."

Steve Stanford, assistant superintendent of communications, said contract details will be posted on the district's website. York said he and Kim's lawyers were talking "almost daily" and expected a deal to close by the end of this month.
In January 2021, the board approved an 18-month contract extension for Kim from June 30, 2024 to January 31, 2025, and a 5.4% salary increase from $220,000 to $232,000 annually.
York said the salary increase was an additional six months between Kim's annual evaluations, which the board moved from June to January, and that Kim is one of the lowest-paid superintendents in the Austin-San Antonio area.

"It's still one of the lowest paid in the region," York said Wednesday. "When you look at the student population, the size of the school district and the academic performance and what the district achieves, it's very underpaid — just like our teachers."
York responded to social media posts that estimated Kim's salary to be more than $20,000 after teachers were not paid regularly last year. On Nov. 2, voters approved a tax approval election (TRE) that raised the district's ad valorem tax rate to $1.2920 per $100 of property value on teacher and employee compensation.
"It helps us close that gap," York said. "This year we have increased the number of teachers by 3 percent, which was passed by the end of the last school year. There will be a 3 percent salary increase in the 2022-2023 budget and a 3 percent increase in the 2023-2024 budget.

"So teachers are likely to see a 15% to 18% salary increase over the next three years based on TRE."
Comal ISD doesn't always disclose the terms of superintendent contracts immediately after an appointment, Stanford said, and they don't always include a raise for Kim, who was hired in July 2012 on a three-year contract paying $188,000 a year.
Kim was given a two-year salary extension in 2013 and a one-year salary extension in 2014 and 2015. The condition of both was not immediately known.

"We will provide fair and reasonable compensation to Mr. Kim," York said. "We expect it to happen within a few weeks and definitely by the end of this month."
In other steps, trustees approved the district's 2022-23 academic calendar and received a district demographics report that showed Komal ISD added 1,736 students this year due to housing activity and recovery from COVID-19.
"We fully expected the population to reach 900 to 1,100 students, but we never thought it would exceed 1,700 with months left in the school year," York said. "We are really shocked and horrified that this is continuing at such a high pace.

The final defenders meet on Thursday, February 10 and have until February 18 to reinstate the failed portions of last year's bonds in the May 7 election.
District voters last approved $411.3 million for facilities improvements, land and school bus purchases and $34.5 million for instructional technology, they rejected $61.5 million for athletic fields and $20.4 million for stadium improvements.

"It will definitely be an item on the agenda (next week)," York said. "As chairman of the board, I asked the other board members to get (ideas) from the coaches, teachers and students and see if (for these projects) tonight.
"We need all of these things. Canyon Lake High School's stadium is in terrible shape – 15 years after it was built, and safety and security are not guaranteed. We need to find a way to fix it – either with a bond or a fund balance.
