The Corpus Christi ISD Board of Trustees on Monday approved a "year-round" system for the 2020-21 academic calendar to prepare for school closings due to the COVID-19 pandemic or other disasters.

According to the Texas Education Agency, after months of learning at home, students can be nearly a year behind in math and reading. Therefore, the TEA advised school districts to review their internal recess calendars for the upcoming school year.

These calendars include an earlier start date, a later end date, and breaks during the year that can be used for closures due to the resurgence of COVID-19, instructional support for students in need, and inclement weather recovery days.

The start date of the new calendar is August 13, and the end date is June 3. Weeks between sessions are scheduled for September 28-October 2, January 19-22, and June 7-11.

The schedule will add five minutes to all campus time to make up two days (equal to 960 minutes of instruction) and spring break will align with Texas A&M University-Corpus Christi and Del Mar College.

Each assessment period will last for six weeks except for the fifth assessment period which will be seven weeks. The schedule is also based on three days of professional development on campus.

The board chose one of four calendar options developed by administrators with input from teachers and parents. The only vote against the calendar came from Superintendent Marty Bell.

Like the current CCISD calendar, the new calendar covers 174 days of training, allowing for more days of professional development. Bell argued that this number should be closer to 180 to give children more face-to-face time with teachers.

Superintendent Roland Hernandez responded that the calendar committee used that number of days because it was "a starting point that we're familiar with." She added that the state's new education requirements require more training, and teachers have asked for more time for training.

The calendar adopted by the council had the last start date for the four options. Hernandez said that's partly to create an easier transition for families who are used to school starting in late August and plan to take vacation.

Some aspects of the calendar, such as days off and the number of minutes in the daily schedule, could change, board secretary Catherine Susser said, but an important step was establishing a start and end date for the year.

"It's just the nature of the beast (that) we don't know what's going to happen next year," Susser said. "But we know our parents and teachers need reassurance on day one — you know when that's going to happen?"

During the meeting, the board also approved the construction of an 11-room wing at Barnes Elementary using funds left over from 2016, as well as a contract with Gignac Architects.

Due to increased construction on the Southside, Barnes Elementary is expected to be at least two more classrooms over capacity next year, said construction project manager John Dybala. The new wing will replace four portable classrooms.

The board also came up with an item with a surprising price tag — the purchase of more than $1.1 million worth of non-touch hand sanitizer dispensers for all campuses and district departments.

The $1.1 million covers 400 hand sanitizing booths, 400 sanitizers and refillable tubes for the entire school year. A district official said at Monday's meeting that the items have already been ordered and will arrive at the end of July.

Bell calculated that this equates to about $2,900 worth of funds for a hand hygiene booth. It was unclear how often each stand battery needed to be replaced; Alice Upshaw Hawkins, assistant council secretary, pointed out that this could be another expense.

Hernandez said the no-touch stations are intended to replace sanitizers at the entrances of buildings and cafeterias, not in classrooms. According to him, untouchable stations are used for graduation ceremonies at the Cabaniss Athletic Complex.

"I think it's active right now, but we can definitely reevaluate it," Hernandez said. "This is what the state is leading with regard to hand hygiene in schools with large numbers of children."

Reopening Calendar Proposal — Downtown Academy

The proposed calendar remains in line with the SSVO regarding major holidays and school holidays. However, the current start and end dates are one week later than CCSD.

The most important amendment to the proposed calendar is the elimination of Fridays as training days. The local school district has decided that Friday will be a "distance learning" day for all students. Although DtA does not necessarily follow CCSD guidelines, such a district decision would have a significant impact on many DtA families. However, by eliminating the online class load on Fridays rather than requiring students (and parents) to log in, we hope to accomplish two main goals: 1) maintain emotional stability for students, parents, and staff throughout the school year, 2) clean up DtA and allow extra time for disinfection.

Of course, if things change significantly for the better in our society, we may consider returning to a more "typical" calendar.
